Summary
The Global IT Resource Manager oversees technical resource planning and allocation across the enterprise’s global IT organization. This role ensures resources in the U.S., India, and China are effectively deployed to align with project demands, business priorities, and compliance obligations, supporting efficiency, scalability, and cross-border collaboration.
Duties and Responsibilities
- Global Resource Planning – Manage allocation of IT resources across U.S., India, and China operations to meet infrastructure, development, security, cloud, and platform needs.
- Forecasting & Utilization Reporting – Partner with IT/business leadership to forecast global resource needs and monitor productivity/utilization metrics.
- Compliance Alignment – Ensure resource planning complies with HiTrust, ISO, HIPAA/PHI, SOX, and other regulatory frameworks.
- Global Collaboration – Coordinate resource assignments across time zones to support 24/7 IT operations and serve as central point for allocation decisions.
- Workforce Optimization – Identify skill gaps; recommend training, cross-training, certification, or contractor augmentation.
- Talent Development – Support career progression, succession planning, and retention strategies in partnership with HR.
- Process Improvement – Implement standardized tools and systems (ServiceNow, Smartsheet, Jira, MS Project) to enhance visibility, transparency, and efficiency.
- Strategic Alignment – Align workforce planning with corporate and business unit objectives.
- Dashboard Management – Maintain global resource dashboards to monitor capacity, skills inventory, and allocation status.
- Cross-Functional Partnerships – Collaborate with HR, Finance, and business units to ensure workforce decisions support enterprise priorities.
Qualifications & Requirements
Required Education, Experience, Certification/Licensure
- Bachelor's degree in Information Technology, Computer Science, or Business Administration or equivalent experience
- 7+ years in IT resource/project management or technology operations, preferably in fintech or regulated environments
- Experience leading global teams across U.S., India, and China
- Strong knowledge of IT domains and regulatory compliance standards
- Proficiency in tools like ServiceNow, Jira, Smartsheet, MS Project
- Exceptional cross-cultural communication and leadership capabilities
Preferred Education, Experience, Certification/Licensure
- Master’s degree or MBA
- PMP, ITIL, or Agile certification
- Experience in omni-channel platform environments
- Background in regulated technology industries (e.g., fintech, healthcare)
